Hello everybody, hope you all are fine and vaccinated!
I'm working on a cpm campaign in popads and trying to optimize it (cut not-performing segments). And I do have a quick question and want to know your opinion.
Below are result of one of my recent cpm campaigns sorted by conversion (image 1) and visit (image 2):

As you can see, there are publishers (website IDs) with 5% to 10% conversion rate in image 1. I wanted to ask, from the data I've gathered (~6800 visits) can I consider it as a rule and cut all those publishers in image 2 that have less 10% convert for example? (publishers with +100 visits with no conversion for example). Because according to image 1, the offer has potential for ~10% cv if it's placed on the right website IDs.
Am I right and is this a proper perception and conclusion of the gathered data which I can follow for next campaigns?
Also, I wanted to know if I should focus of cutting non-performing campaigns or only focus on well-performing ones? I think it's advised to cut not performing campaigns which means I continue getting
