FB & Instagram Ad Spy Tool, useful?

Hello All,

I came across a new Facebook & Instagram Spy Tool called AdScouter.

I know there are Spy Tools available for Push & Native and a lot of seasoned marketers use them.
But, do FB & Insta marketers too use ad spy tools? If you are already using some, which ones are you using?
If not, how do you do what such tools accomplish?
