The short answer would be yes and no, but let me explain...

If your main goal in your campaigns is to get as much volume as possible then your ad CTR definitely matters. The higher your CTR, the less you can pay per click, which will help earn you maximum traffic for the best price.

Let's take an example (assume both affiliates use the same traffic source and GEO):

Affiliate #1:
  • Ad CTR 1%
  • Bids the "max" on his traffic source for his target GEO: $0.05
Affiliate #2:
  • Ad CTR 1.5%
  • Bids the "max" on his traffic source for his target GEO: $0.05

Who's going to win more impressions? Affiliate #2 (even though both affiliates are bidding the same).

Why? Because his ad CTR is higher.

Traffic sources that sell traffic on a CPC basis are trying to maximize their revenue per 1,000 ad impressions
